The cover is Kane & Coletta. As for the interior: (a) It's an origin re-telling, the kind of thing Marvel would keep on hand to cover missed deadlines, so it may well be earlier than 1972 and (b) Jim Mooney could mess up anyone's artwork, and was given the opportunity to do so way too often.
Thanks so much! Dunnae know what I was think'n (dig'n Kane more n more-he is way more than just Blackmark), but the cover is obvious Kane. Makes sense on Barry's style discrepancy for a publication in 72, also
