Tiger 21--My Jack Kirby Mystery

I know, I know, --you could fill a book with what I don't know about Kirby.  But if Tiger 21 was to be a fifties sci-fi show based on Jack's ideas, how come this Tiger 21 looks so much like the Autocron Ten-four from Machine Man?  Help me out here
