I think it was devised to get distribution through bookstores and was pioneered by those Mad paperbacks. I think Kane was also interested in creating a more text-heavy variation on comics, which is the exact opposite of where comics are now. The small paperback has been abandoned by comics, which have replaced it with manga and digests, but there were a few people in the sixties and seventies that created paperback originals like Harvey Kurtzman, Russ Jones, and Kane.
